Neighborhood Building Corporation (NBC) is a non-profit General Contractor, specializing in construction and rehabilitation of Affordable Housing across the state of Oregon. While NBC occasionally performs for-profit construction services, NBC’s primary focus will always be Affordable Housing, and NBC staff must fully support creating housing opportunities for Oregon’s lower income populations.
Position Overview
DevNW is seeking an experienced Estimator & Property Maintenance Supervisor to support the full lifecycle of residential construction and property maintenance for NBC. The Estimator develops early and final project budgets, prepares bid packages, evaluates subcontractor pricing, and ensures estimates are accurate and aligned with project requirements. Working closely with the Director of Construction, this role refines budgets as designs evolve and prepares final cost representations for Construction Contracts.
Once construction begins, the Estimator partners with administrative staff to issue Work Orders and Purchase Orders and collaborates with Construction Superintendents to prepare and process Change Orders. In addition, this role oversees NBC’s Property Maintenance Division, receiving and prioritizing work requests, scheduling Maintenance Technicians, coordinating external trades, and ensuring clear documentation from request through completion. This role directly supervises one Property Maintenance Technician.
Key Responsibilities
Construction Estimating (Approximately 75%)
Prepare early conceptual estimates, detailed budgets, and final pricing for new construction and rehab projects.
Create and distribute bid request packages to subcontractors and vendors.
Evaluate bids and update budgets as project designs evolve.
Develop final construction budgets for contract execution.
Generate subcontractor Work Orders, vendor Purchase Orders, and Change Orders.
Receive, assess, and prioritize maintenance requests from DevNW Asset Management and Facilities teams.
Schedule and support Maintenance Technicians and coordinate external trades for larger scopes.
Maintain complete documentation of maintenance activities, material details, subcontractor involvement, and confirmations of completion.

Qualifications
Minimum 10 years in the construction industry, including 5 years of residential estimating experience.
Strong understanding of residential construction processes and related trades (excavation, framing, roofing, plumbing, electrical, HVAC, finishes, etc.).
Advanced ability to read and interpret architectural drawings, blueprints, engineering documents, and specifications.
Exceptional attention to detail and accuracy in estimating and documentation.
Experience supervising staff or leading field teams.
Clear and professional communication skills across in-person, phone, text, and email interactions.
Proficiency with Microsoft Office, Adobe, Zoom, and Bluebeam or similar measuring/estimating software.
Ability to operate a company vehicle safely; clean driving record required for insurability.
